If i was to have 4 to 6 magnets in a circle in a sort of parallelogram positions, then i have the inner circle of 4 to 6 magnets in the same position as the outer magnets, but the inner magnets can move in a circle freely. So now would the inner magnets move because of the same charges pushing on each other between the inner and outer magnets. So do you think this model can work? because im thinking this can be free energy

Any attraction or repulsion between magnets would have to disappear before they are opposed, or not be present before they are opposed, or else any possible gain is immediately lost.
Apart from that, being magnets, it is not perpetual motion. Perpetual motion is motion that does not have any external force input from any source.
To be useable, it would have to have a considerable excess of output.
In your proposal, remember the repuslion is continuous, both on the approach side, and the departing side. They cancel each other. No rotation.
